Milestone commissioned Forrester Consulting to conduct a Total Economic Impact™ (TEI) study and examine the potential return on investment (ROI) enterprises may realize by deploying XProtect.1 The purpose of this study is to provide readers with a framework to evaluate the potential financial impact of XProtect on their organizations.

To better understand the benefits, costs, and risks associated with this investment, Forrester interviewed four decision-makers with experience using XProtect. For the purposes of this study, Forrester aggregated the experiences of the interviewees and combined the results into a single composite organization, which is an organization with 2,500 employees, 10 to 15 active Milestone XProtect users, 500 cameras, and $600 million annual revenue.

Interviewees said that prior to using XProtect, their organizations were using other modern video surveillance solutions, but they lacked functionality and open architectures, leaving them with video loss, inefficient video processing, and difficulties integrating with third-party applications. These limitations led to slow camera onboarding and substantial monitoring and investigation time, resulting in slower incident resolution rates and excessive technician and security operator productivity loss.

After investing in XProtect, interviewees reported the solution effectively connected with their existing platforms and camera infrastructures. It also provided a centralized management console that helped reduce administrative time, creating a more streamlined video management environment. Key results from the investment include enhanced operational efficiency through faster incident response, improved efficiency in investigation and compliance tasks, more scalability to support future growth, and significant time savings in monitoring activities.

Key Findings

Quantified benefits. Three-year, risk-adjusted present value (PV) quantified benefits for the composite organization include:

  • Investigations and compliance efficiency improvement worth $243K. The reduction in video processing and faster retrieval of videos of interest with an easy-to-use smart user interface (UI) enable improved operator efficiency and faster incident resolution. With five security operators each spending 6 hours supporting investigations and compliance-related cases each day, this represents savings of $243K over three years.

  • Productivity improvement in administration and monitoring effort delivers $189K in savings. XProtect provides real-time monitoring using a single centralized interface that connects all cameras, sensors, and analytics across all sites, reducing the amount of monitoring effort. This, along with built-in proactive alerts, helps the composite organization improve administrative team productivity by more than $189K over a three-year period.

  • Avoided integrations costs translate to $106K in savings. Prior to XProtect, the composite organization had to procure licenses and spend time and effort integrating its surveillance system with various third-party applications like number plate recognition and building management systems. XProtect’s open platform features prebuilt plugins and drivers for rapid integration with commonly used third-party applications. This flexibility and accelerated deployment deliver an estimated net savings of $106K over three years.

  • Server licensing and operating cost savings worth $13K. The XProtect solution utilizes an optimized and scalable architecture. Its core engine can process more than 3GBps as throughput, which is higher than the previous solution at around 300 to 600MBps. This allows the composite organization to run a higher density of cameras per server, thereby saving on the operating cost of server hardware as well as the related software licenses. Over a three-year period, this represents a modest savings of $13K for the composite.

Unquantified benefits. Benefits that provide value for the composite organization but are not quantified for this study include:

  • Theft prevention. With Milestone XProtect, the composite can better protect its employees and stock against theft. XProtect reduces the risk of criminals targeting establishments, acting as a deterrent and allowing for fast alerts, rapid investigations, and incident resolution.

  • Event security efficiency. Milestone XProtect enhances event safety as it can monitor large groups at once instead of relying on security guards to patrol and potentially miss incidents. This not only aids in how the composite carries out events but also allows it to save on security guard costs.

  • Enhanced public safety. With Milestone XProtect, the composite improves safety as real-time monitoring is connected to third-party systems. Therefore, police dispatchers receive automatic alerts and have rapid access to packaged crime footage, which in turn reduces investigation time.

Costs. Three-year, risk-adjusted PV costs for the composite organization include:

  • License costs. The composite organization pays a base license and a per camera fee for 500 licenses totaling $148K over three years.

  • Setup and operating costs. The initial cost of configuring 500 cameras; performing updates, replacements, repairs; and the ongoing maintenance costs $69K over three years.

  • Training costs. To ensure optimal use of the Milestone system, the composite invests $19K in ongoing staff training.

The financial analysis that is based on the interviews found that the composite organization experiences benefits of $551K over three years versus costs of $236K, adding up to a net present value (NPV) of $315K and an ROI of 133%.

Key Challenges

Forrester interviewed four representatives with experience using Milestone XProtect, who previously used other third-party video management software solutions.

Interviewees noted how their organizations struggled with common challenges, including:

  • Rigid and inflexible architecture. Interviewees noted that previous systems would not allow existing hardware (e.g., cameras) to be integrated with their software. Organizations would need to purchase cameras from the software provider to connect hardware and software, thereby limiting their options and locking them into a particular vendor.
    The IT special projects manager at a chain of retail stores said: “Milestone XProtect allows us the option to integrate or put any camera into our infrastructure, whereas before, if we wanted to use any camera that wasn’t from the vendor that we were getting their free software from, that’s where their licensing came in.”

  • Excessive monitoring and analysis time. Interviewees stated that monitoring live video feeds and downloading and analyzing video footage required significant time and resources before implementing Milestone XProtect. Their organizations often assigned staff to watch multiple screens for hours each day, creating inefficiencies and limiting their ability to focus on other critical tasks.
    The technical operations supervisor at an education center said, “We had somebody dedicated for about 2.5 hours every morning to monitor that (feed) and view until we got this software.”

  • Loss of surveillance footage. Interviewees noted that maintaining reliable video recordings was a significant challenge prior to implementing Milestone XProtect. System errors and incorrect configurations often led to gaps in footage, resulting in hours of lost video across hundreds of cameras, which created serious operational and security risks.
    The technical operations supervisor at an education center said: “I actually lost quite a bit of video because of some incorrect documentation. … When I upgraded all 170 of those cameras on those two recorders, I lost everything. It showed to be recording, but there was actually no video. It was about 3 hours of video lost across 170 devices.”

Solution Requirements

Composite Organization

Based on the interviews, Forrester constructed a TEI framework, a composite company, and an ROI analysis that illustrates the areas financially affected. The composite organization is representative of the four interviewees’ organizations, and it is used to present the aggregate financial analysis in the next section. The composite organization has the following characteristics:

  • Description of composite. A global company, headquartered in the US. The composite has $600 million in annual revenue, which is held constant for model simplicity. It also has 2,500 employees and 10 to 15 active Milestone XProtect users. The composite has 500 cameras integrated into XProtect and has been using this configuration for at least four years.

  • Deployment characteristics. The composite organization moved to Milestone XProtect having used another modern third-party system previously. The objective of moving to Milestone XProtect was to incorporate its open architecture with preexisting cameras, as well as to reduce time and effort for investigations and administrative tasks.

Investigations And Compliance Efficiency Improvement

Evidence and data. A key benefit the interviewees highlighted was faster video footage processing that enabled investigation and compliance efficiencies. This was made possible due to the following:

  • Accelerated search and review of surveillance footage. Before the Milestone XProtect investment, security operators at interviewees’ organizations would waste hours of investigation time searching and browsing videos. By using XProtect’s built-in search features, operators were able to retrieve videos of interest quickly across multiple cameras. As the technical operations supervisor in education highlighted, “It saves us … hours and hours of labor every year that we’re not spending in just pulling and reviewing video.”

  • Quick packaging of videos. An important task for security operators at interviewees’ organizations was to review and package surveillance footage to send to a District Attorney’s office or share with police or other organizations. This used to be a largely manual exercise requiring hours of labor to select and package videos. With XProtect, interviewees shared that it takes very little time to find the right video by using smart search parameters and then to package the video for sharing. They reported a 20% to 40% faster claim resolution time.
    As the IT special projects manager at a chain of retail stores observed, “Downloading video previously would take hours and now takes minutes; it’s thousands of dollars saved per week in just pulling videos.”

Modeling and assumptions. Forrester assumes the following about the composite organization:

  • Before the Milestone XProtect platform investment, the composite organization had five security operators who spent an average of 6 hours each day on surveillance for investigations.

  • With XProtect, operators save 30% of their time in the first year. This percentage increases to 60% over the next two years as they become more familiar with the solution’s features and capabilities and more efficient in using them.

Risks. The potential risks that could impact the realization of this benefit include:

  • The interviewed organizations varied in the number of security operators as well as the volume of cases handled each week, which results in variances in the amount of time saved on the investigations.

  • Different organizations will experience different levels of benefit depending on the previous system they were using prior to Milestone XProtect, as organizations moving from legacy analog systems will see much larger impacts on their investigation timelines and effort compared to organizations moving from more modern surveillance systems.

Results. To account for these risks, Forrester adjusted this benefit downward by 15%, yielding a three-year, risk-adjusted total PV (discounted at 10%) of $243,000.

Server Licensing And Operations Cost Savings

Evidence and data. By using XProtect, the interviewees’ organizations were able to reduce their server footprints, thereby reducing the number of operating system and database licenses and related operational costs. The savings were due to the following:

  • More efficient core engines. The interviewees’ organizations reported that the highly optimized core engine of XProtect could achieve a throughput rate of three GBps as compared to their previous solution that only gave a throughput of 300 to 600 MBps, which translates to significant savings in server costs.

  • High density server capacity. With XProtect, the organizations were able to run a higher number of cameras per server. On average, most organizations achieved a 50% to 80% increase in the number of cameras per server, which meant they could run the same number of cameras with fewer servers, resulting in savings in server operating costs and license costs.

  • Saving in licenses. With the previous system, the organizations had to pay separately to license operator workstations, which is not the case with XProtect. In addition, due to fewer servers needed to run the cameras, the organizations were able to save on the database and operating system licenses. The organizations also saved on the operating expenses for the unused servers, which was around 20% of the overall server cost. As an IT special projects manager at a chain of retail stores remarked, “We’re not paying for many database licenses like we were before, which are very expensive.”

Modeling and assumptions. For this benefit, Forrester assumes the following about the composite organization:

  • The composite organization is able to increase the number of cameras per server from 100 to 150. For a deployment scenario of 500 cameras, this translates to a reduction of two servers.

  • The average cost of a server is $5,000.

  • With the reduction in servers, there is no direct saving on the server cost, as this has already been incurred. However, the composite organization saves on the OS and database licenses, which is assumed at $4,000 per server in the first year and then 15% in Year 2 and Year 3. The composite organization also saves on the operating expenses for the unused servers at 20% of overall server cost.

Risks. Risks that could impact the realization of this benefit include:

  • The actual savings in infrastructure and licensing costs will vary depending on the actual number of servers and the cameras running on each server and the previous setup and system architecture.

  • The quantum of benefits will also depend on how optimized and up to date the current server stack is.

Results. To account for these risks, Forrester adjusted this benefit downward by 10%, yielding a three-year, risk-adjusted total PV (discounted at 10%) of $13,000.

Evidence and data. All the interviewees’ organizations highlighted that XProtect made it much easier to manage and monitor all the deployed cameras and connected peripherals from one centralized management console.

  • The head of operations at a major retail chain noted, “Checking each machine previously took probably about 5 minutes, with 94 different machines … now in 5 minutes, I can check all 2,600 cameras and I can see if they’re offline or not.”

  • A technical operations supervisor at an education center explained how XProtect has freed up their technicians’ time to perform higher value tasks, rather than them spending time on basic system monitoring and maintenance. He said, “It saves my technicians’ time. … They don’t have to drive over to the other side of the campus if they can sit there and watch 3 minutes of video instead.”

Modeling and assumptions. Based on the interviews, Forrester assumes the following about the composite organization:

  • The composite has around five technicians who spend an average of 8 hours each week performing basic maintenance and monitoring.

  • They also spend roughly around 10 hours each week doing routine administrative tasks like conducting user management, installing software updates, and performing system checks.

  • With XProtect’s user-friendly centralized management hub and built-in smart maps, the technicians are able to reduce the time spent on maintenance and monitoring by 50% in Year 1 and 80% in Years 2 and 3.

  • XProtect’s automation allows technicians to manage servers, updates, and installations seamlessly from a single hub, which helps save 40% of effort on administrative activities in Year 1, increasing to 70% by Years 2 and 3. The model assumes a learning curve in understanding the system.

Risks. Different organizations will experience different levels of benefits.

  • There is variation in the reported time savings between interviewees’ organizations.

  • Organizations may also have different deployment characteristics for their cameras and other peripheral devices, leading to variances in the benefit experienced.

Unquantified Benefits

Interviewees mentioned the following additional benefits that their organizations experienced but were not able to quantify:

  • Hardware reuse. One of the biggest benefits interviewees noted is that XProtect’s open platform meant they were able to reuse their existing cameras and avoid investing in new costly hardware. This was often one of the key criteria for going with Milestone XProtect because previous systems would not allow existing hardware (e.g., cameras) to be integrated with their software. Organizations would need to purchase cameras from the software provider to connect hardware and software.
    The security manager at a logistics company said: “XProtect provides flexible support and has a lot of functions; there’s a lot of opportunity to integrate different cameras. So we have installed [existing] cameras or the scanner on the roof and have had the opportunity to integrate the systems without needing to replace them.”

  • Theft prevention. Interviewees found that by implementing Milestone XProtect, the number of thefts at their retail stores reduced dramatically. However, when there were incidents of theft, the time to investigate was faster than previous systems.
    The head of internal audit and security at a chain of retail stores said: “When we installed this system, we had 11 [overnight burglaries] in a 12-month period — and we haven’t had any security issues since.”
    The IT special projects manager at a chain of retail stores said, “Every customer knows when they walk in the door, they are being monitored, and just the knowledge that people are being monitored reduces that theft aspect.”

  • Increased event security. Interviewees stated that events were safer and easier to monitor with Milestone XProtect. They also reinforced that fewer security guards were needed to patrol the events, resulting in reduced costs.
    The head of internal audit and security at a chain of retail stores said: “We expect to have approximately 100 events with more than 500 attendees. … Without Milestone XProtect, we would have to place six security guards. Now we can do it with one operator.”

  • Enhanced public safety. Interviewees found that Milestone XProtect has aided in increased public safety due to the consistent monitoring and speed at which police departments are able to access and respond to alarms. Additionally, the footage allows interviewees to have proof of crimes and process claims. Flexibility

The value of flexibility is unique to each customer. There are multiple scenarios in which a customer might implement Milestone XProtect and later realize additional uses and business opportunities, including:

  • Easier integration. Interviewees stated that the flexibility of Milestone XProtect enabled them to integrate more easily with preexisting hardware (e.g., cameras), and that it takes less time than prior systems and other software.
    The technical operations supervisor at an education center said: “Another thing we really like about XProtect is its integration to monitoring software. We have every one of our cameras integrated and associated with the lab to monitor video feeds.”
    The security manager at a logistics company said, “I remember before with our previous system, we spent more or less half a day to integrate a camera and to download the update.”

  • Additional use cases. Milestone XProtect allowed interviewees to implement various features that were not possible with other solutions and therefore help resolve/catch incidents more easily by using the detection features.
    The IT special projects manager at a chain of retail stores said: “We’re also allowed to use some other analytics. … Analytics would be like knowing when a blue car comes through as opposed to just seeing motion. I can see the differences — this is a car, this is a truck, this is a person, this is a vehicle — and that helps us a lot.”
    The technical operations supervisor at an education center said: “We have a lot of clinical and hospital spaces, so they want to know what’s going on in the lobbies and whether they’re getting too full. So with XProtect having web clients we’re able to create a view for them in their lobby and send it out and say, ‘Here’s your web login, log in and watch your cameras.’”

  • Flexible architecture. Interviewees highlighted that Milestone XProtect’s open platform enabled seamless integration with existing hardware such as cameras and third-party software solutions. For example, alarm systems, access control systems, and license plate recognition systems have allowed them to optimize XProtect’s features. This flexibility allowed their organizations to expand functionality and implement additional use cases, such as advanced analytics and automated alerts, which were impossible with previous systems.

Before, if we wanted to use any camera that wasn’t from the vendor that we were getting their free software from, that’s where their licensing came in.”

Licensing Costs

Evidence and data. The XProtect licensing is usually charged as a baseline license fee plus a per device fee. The licenses are perpetual; organizations pay only a one-time fee. Users have the option to take a care package, which is typically 12% to 18% of the license fee, paid on an annual basis. Most of the interviewees’ organizations paid between $90,000 and $150,000 in licensing costs.

Modeling and assumptions. In the case of the composite organization, Forrester assumes that it pays an annual license fee of $148,355 for Milestone XProtect including 500 devices and a care package fee charged at 15% annually.

Risks. Licensing costs will vary depending on the deployment scenario, the number of cameras or devices connected, and the discounts available at the time of purchase.

Results. To account for these risks, Forrester adjusted this cost upward by 15%, yielding a three-year, risk-adjusted total PV (discounted at 10%) of $148,000.

Evidence and data. Customers estimated an average of 2 hours for the initial installation and onboarding of cameras and other devices onto the Milestone XProtect platform and a small fraction of the cost for installations, maintenance, and bug fixes on an ongoing basis.

Modeling and assumptions. Based on the interviews, for the composite organization, Forrester makes the following assumptions:

  • It spends 2 hours on the initial configuration of devices into the Milestone XProtect platform and to perform updates, replacements, and minor repairs.

  • In addition, the composite organization spends 2% of the initial cost for ongoing maintenance on an annual basis.

Risks. Operational costs will vary depending on the amount of time spent by the technicians and the number of cameras requiring installation and maintenance each year.

Results. To account for these risks, Forrester adjusted this cost upward by 15%, yielding a three-year, risk-adjusted total PV (discounted at 10%) of $69,000.

Training Costs

Evidence and data. Interviewees’ organizations mentioned that Milestone has substantial training materials on its website at no cost. In addition to paid, in-person, instructor-led trainings, it also offers a structured curriculum program with certifications.

Modeling and assumptions. The composite organization spends time and effort to train its XProtect users on how to use the system effectively and make the most of the features available. Forrester assumes the following about the composite organization:

  • Ten FTEs undergo 15 hours of initial training.

  • It trains five staff members for 10 additional hours each in subsequent years to account for new joiners and any new features and functionality added to the system.

The initial investment column contains costs incurred at “time 0” or at the beginning of Year 1 that are not discounted. Benefits

Benefits represent the value the solution delivers to the business. The TEI methodology places equal weight on the measure of benefits and costs, allowing for a full examination of the solution’s effect on the entire organization.

Costs

Costs comprise all expenses necessary to deliver the proposed value, or benefits, of the solution. The methodology captures implementation and ongoing costs associated with the solution.

Flexibility

Flexibility represents the strategic value that can be obtained for some future additional investment building on top of the initial investment already made. The ability to capture that benefit has a PV that can be estimated.

Risks

Risks measure the uncertainty of benefit and cost estimates given: 1) the likelihood that estimates will meet original projections and 2) the likelihood that estimates will be tracked over time. TEI risk factors are based on “triangular distribution.”

Financial Terminology
Present value (PV)

The present or current value of (discounted) cost and benefit estimates given at an interest rate (the discount rate). The PVs of costs and benefits feed into the total NPV of cash flows.

Net present value (NPV)

The present or current value of (discounted) future net cash flows given an interest rate (the discount rate). A positive project NPV normally indicates that the investment should be made unless other projects have higher NPVs.

Return on investment (ROI)

A project’s expected return in percentage terms. ROI is calculated by dividing net benefits (benefits less costs) by costs.

Discount rate

The interest rate used in cash flow analysis to take into account the time value of money. Organizations typically use discount rates between 8% and 16%.

Payback

The breakeven point for an investment. This is the point in time at which net benefits (benefits minus costs) equal initial investment or cost.
